This class can Serve file for download with resume and speed limit.

It outputs the contents of a given file for download. The download file name can be different than the original.

The class pause the output of the file contents to limit the speed at which the file is downloaded.

It can also handle requests to resume the download of the file in a given position after specified by the user browser.
